Who Needs a Cleaning Business Licence

Any business providing general cleaning services at premises or public places must obtain a cleaning business licence before starting work, even if cleaning is only part of its operations. Cleaning services fall under three main sub-sectors:

  • Office and Commercial
  • Food and Beverage
  • Conservancy (including public areas managed by Town Councils)


Under the Environmental Public Health Act 1987, operating without a valid licence is an offence. Penalties include fines of up to $10,000, imprisonment of up to 12 months, or both, plus an additional $1,000 per day for continuing offences.


Businesses that subcontract cleaning work to licensed providers must also hold a licence. From 1 January 2024, companies supplying cleaning manpower to other cleaning businesses are likewise required to be licensed.

*Only cleaning businesses applying for renewal will need to submit proof of a cleaning contract. New applicants are not required to do so and may apply with the details of a suitably trained or experienced employee. For more details, please refer to NEA’s website.

When a licence is not needed

The Environmental Public Health (Excluded Cleaning Work) Notification 2014 specifies the types of services considered as “excluded cleaning work”. Businesses providing only these services are not required to obtain a cleaning business licence to carry out the services.
Examples of “excluded cleaning work” are:

  • Cleaning of domestic premises
  • Façade cleaning
  • Cleaning of swimming pools

In June 2021, the Tripartite Cluster for Cleaners (TCC) recommended enhanced training to deepen cleaners’ technical skills for better service quality. Core WSQ modules were identified under the Skills Framework for Environmental Services (SFw for ES). The Government accepted these mandatory training requirements to improve safety, productivity, and service delivery. From 31 December 2022, cleaning businesses must ensure all cleaners complete the required Core WSQ modules.

The Progressive Wage Model (PWM) helps to increase wages of workers through upgrading skills and improving productivity.

Under the PWM, employers must:

  • Pay at least the PWM wage to eligible workers for their job level.
  • Meet the PWM training requirements for eligible workers.
